The AC-3 rating of 9 A is the motor-switching current — this is the figure that governs real use, not a resistive-heat number. It means the starter can make and break a 9 A inductive motor load across all three poles. The 3 x 3P (three NO poles per contactor) gives you the three contactors needed for star-delta transition: one for line, one for star, one for delta. Operating altitude is 2000 m without derating, so it's fine for most industrial sites but watch it above that.
