The 16 A rating holds flat from 40 °C through 55 °C; at 60 °C it derates to 15 A and stays there through 70 °C. That means no capacity loss in most ventilated panels, but a sealed enclosure near other heat sources may push the effective rating down. The storage minimum is the more restrictive number for warehousing — keep it above -40 °C and the breaker will not suffer mechanical damage before installation.
