What it is and what it does
The Siemens SIDAC 4EP3900-7MS00 is a 3-phase filter reactor — a line choke — rated for 8.6 A continuous at 400 V AC, 50 Hz. Its 0.013 H inductance and 14% relative throttling factor smooth current harmonics and limit inrush on drives and converters. The 6 200 var reactive power rating tells you the bank it can support; the 72 W power loss is what you dissipate as heat inside the enclosure. This is a panel-mount component with IP00 protection — no enclosure of its own, so it goes inside a cabinet. The screw-type terminals on the main circuit accept lug or ring connections, standard for power wiring up to this current class.
Sizing and fit

That footprint fits on a standard backplate or mounting rail; leave clearance around it for the 72 W heat dissipation and for the screw-terminal access. The resonant frequency is 134 Hz — well above the 50 Hz line fundamental, so it won't resonate with the grid. The 9.54 A maximum rating provides headroom above the 8.6 A continuous; don't size it for sustained overload beyond that.
