The 10 kA Icn (rated short-circuit breaking capacity per IEC 60898) is the service breaking capacity for standard distribution panels; the 25 kA Icu (ultimate breaking capacity per IEC 60947-2) tells you the breaker can safely interrupt a fault up to 25 kA once, which matters when it's installed in a high-fault location like an industrial sub-distribution board. The 440 V rated insulation voltage covers 400 V three-phase line-to-line systems common in European and Asian panels.
