The 300 mA sensitivity is for earth-leakage protection against fire risk, not personal shock protection (that would be 30 mA). It suits submain or final-circuit distribution where the upstream RCD is already 30 mA. Thermal-magnetic trip technology, no electronics to fail in the overcurrent path.
