The headline 9 A continuous rating (UL/CSA) is the thermal current the main poles carry in continuous duty — size your motor branch circuit so the full-load amps stay under this, not the peak inrush. The AC-3 utilisation category means it's rated for starting and disconnecting squirrel-cage motors under load, so the 3 HP at 480 V AC three-phase is the motor it switches in that duty class.
