That means one coil covers both a 24 V DC nominal system (with headroom) and a 36 V AC control transformer — handy if your panel has mixed control voltages. Opening time is 60 ms, closing time is 20 ms. For a contactor coil those are standard figures — fast enough for motor starting, not a high-speed switching coil for something like a DC injection brake.
